The social function is to protect the population from unemployment by providing educational services and increasing the competitiveness of a specialist in the labor market. For the performance of the economic function, education serves as an institution to meet the needs of economic sectors in the frames of a certain professional and qualification orientation.
The main value of education is the ability to discover, form, develop a person's abilities, instill in him the desire for constant self-improvement.
Levels of education is a conditional division of the continuous formation of a person (as a process and as a result) into stages corresponding to certain stages of his socialization during life.

Vocational education is called upon to play a leading role in the technological renewal of all branches of industry and agricultural production. Vocational education in the new conditions should be viewed as a consequence of the need to increase the overall technical and professional level of labor potential on the one hand, and to ensure the social protection of workers on the other.
Training of personnel, especially young people, who reach working age, as well as retraining of released workers becomes an integral element of social protection of the population, gives every citizen a real opportunity for self-protection in market conditions. In addition, vocational education allows for a period of training to cover a certain part of the population and thereby alleviate the problem of its employment.
Education levels, which are an integral part of the system, include higher education. It is based on average general or vocational education; is provided by universities accredited by competent state bodies; is aimed at the training of qualified specialists who have acquired the necessary knowledge in a certain type of activity in accordance with the levels of higher education established by the state.
