Vocational education is called upon to play a leading role in the technological renewal of all branches of industry and agricultural production. Vocational education in the new conditions should be considered as a consequence of the need to increase the overall technical and professional level of labor potential on the one hand, and the provision of social protection for workers on the other.
Personnel training, especially for young people of working age, as well as the retraining of released workers becomes an integral element of social protection of the population, gives every citizen a real opportunity for self-defense in market conditions. In addition, vocational education allows for a period of study to reach a certain part of the population and thereby alleviate the problem of its employment.
The levels of education that are part of the system include higher education. It is based on secondary general or vocational education; provided by universities accredited by the competent state authorities; aims to train qualified specialists who have mastered the necessary knowledge in a certain type of activity in accordance with the levels of higher education established by the state.
